On March 2, Ukraine launched a centralized system for automatically blocking Internet resources. Among other things, it must collect data about users who have visited “forbidden” sites.

“Information about a user attempting to access ‘forbidden’ resources is automatically recorded and transferred to the relevant state authorities,” the statement says.

The system is being introduced by the order of the National Center for Operational and Technical Management of Telecommunications Networks dated January 30, 2023 No. 67/850 “On the Implementation of a Phishing Domain Filtering System”. Until March 2, all Ukrainian Internet providers should have installed it.

The new mechanism automatically uploads to the provider’s server a list of Internet addresses for automatic blocking every 15 minutes. On what legal basis this stop list will be drawn up is unknown.

It is officially stated that the system is needed to filter phishing domains (that is, to prevent cybercriminals from stealing users’ personal data).

But the Internet association calls on the president, the government and the National Security and Defense Council to urgently cancel this order, as it opens the way to uncontrolled blocking of sites in Ukraine.
